William (Bill) Stephens is the senior member of Law Enforcement Training Institute. He started in July 1982 having come from Honolulu, Hawaii where he lived for twelve years. He spent three years in the United States Navy and the remaining years in the Honolulu Metropolitan Police Department. Bill is a native of Missouri, however, having earned both an undergraduate and graduate degree from Truman University in Kirksville, Missouri. He has numerous certifications in the law enforcement field and teaches in the P.O.S.T. Certified Training Academy and in the Continuing Education programs. In addition to the law enforcement programs, Bill created and teaches Regulatory Investigator Training programs in Missouri and throughout the United States. He is editor of the "Blue Book" which is a Missouri Statutory Law manual used by most all peace officers and agencies in Missouri. In 1986/87 the Peace Officer Standards and Training unit of the Department of Public Safety created and award to recognize the most outstanding law enforcement trainer in the state. Bill was the first recipient of the award and continues to remain completely enthusiastic about the law enforcement profession and training officers to be proud members of it.
