The National Cruelty Investigations Schools were designed for animal cruelty investigators at the federal, state, and local levels, humane society cruelty investigators, animal control officers, police officers and sheriff's deputies responsible for the investigation of animal cruelty complaints, Humane Society Board Members, and other individuals interested in learning a systematic approach to animal cruelty investigations.

The first Level of the National Cruelty Investigations School was developed in November, 1990 by the Law Enforcement Training Institute, University of Missouri, due to the lack of training for animal cruelty investigators. In March of 1993, the second level was created and the third level in March of 1996. Since the creation of the schools, over 1000 agencies in 50 states, including Canada, have attended. A national faculty was responsible for the development of the curriculum and has been involved in all of the schools. These schools are five days (40 hours) in length and are conducted from 7:30 a.m. to 5:00 p.m. daily.

The Law Enforcement Training Institute is proud to announce a formal partnership agreement between LETI and Code 3 Associates.  Code 3 has replaced the Humane Society of the United State ’s Humane University as the primary academic coordinator for the curriculum and faculty of the National Cruelty Investigations School.

As a result of this partnership, LETI and Code 3 are also announcing new program changes.  The first is the addition of a Level IV-Update to the NCIS curriculum.  Level IV is still in the design stage.  This level is being designed to keep students abreast of changing techniques and technologies in animal cruelty investigations.  This course is being designed as a stand alone on-line class.

The second major program change is the creation of two new certification programs, through the University of Missouri, for both the National Cruelty Investigations School and the Equine Investigations Academy.  Those students who have achieved successful completion of 120 hours, (Levels I, II and III) of the NCIS will receive certification as a “Certified Humane Investigator.”  Further, those students who successfully complete the required hours for both Levels I and II of the Equine Investigations Academy will receive certification as a “Certified Equine Investigator.”

SCHOOL CURRICULUM

The Investigations Schools are set up in three levels, which can be taken in any order.  NEW!!  The addition of a Level IV-Update to the NCIS curriculum.  Level IV will be an evolving curriculum designed to keep students abreast of changing techniques and technologies in animal cruelty investigations.  This course has been designed for students who completed two of the three levels prior to 2003 and for future students who will be able to update their skills every two to three years following completion of the three core levels.

The Kinsey Scholarship Fund

The Kinsey Scholarship is now available to Investigators in the fields of animal welfare, abuse, cruelty and neglect.  The scholarship has been made available to the University of Missouri as the result of a gracious gift from a foundationRegistrants of any the University’s Law Enforcement Training Institute - National Cruelty Investigations Schools (Levels I, II and III) or those of our partner, Code 3 Associates, Inc., Animal Rescue and Disaster Response training sessions may be eligible for partial tuition funding (up to $400.00) through this scholarship. 

The Kinsey Scholarship is named in the honor and memory of a very special friend and a remarkable golden retriever who exemplified the human/animal bond.  She was known to literally thousands of animal welfare professionals over the fourteen years of her life as she helped teach our classes.  A dog of amazing intellect as well an uncanny understanding of human behavior Kinsey, a trained and working rescue dog, literally taught untold numbers of people what they could never have understood or learned about animal rescue, disaster response or humane compassion through any book, journal, training guide or human intervention.  She stands as a beacon for those who dedicate their time or their lives to the causes of animal health, safety, protection and quality of life! 

Students considered for the “Kinsey Scholarship” must meet the following criteria:

  • Be enrolled in the National Cruelty Investigations School (any of three levels) or the Animal Disaster Response Training

  • Work for a government agency or a not-for-profit agency that has been in business at least five years

  • Be in an investigative role at their agency whether they be full-time, part-time or work on a volunteer basis

·     Applications must be accompanied by registration form for an upcoming class and a letter on agency letterhead explaining why they are in need of or why the scholarship should be awarded to them.

·     Applications will be accepted until 45 days prior to the start date of class; however, early application is encouraged.

Training Site Selection Training site locations are chosen by the Law Enforcement Training Institute. Agencies in a geographical area will need to have at least 30 attendees to be considered for a program.

$600.00 per participant for Level I
$650.00 per participant for Level II
$650.00 per participant for Level III

Level I Group Discount
Register 3 students from one agency, get additional registrations for 50% off the full registration. Registrations must be submitted together and all registrants must attend to qualify.
